1. Coordination: 1 def of aff hsg (30% hh income emphasis on low & mod income hhs) for all govts, with data on who needs what kinds of homes where across Canada at what cost (demand), then measure supply by these simple metrics: cost, size, needs of priority pops 3/8 @ubcHART
