Over the next several days, a big time ridge will be setting up over the Eastern US. This will do two things: it'll force our potential TC westward towards Florida, and it'll also provide an anomalously low-shear environment for this time of year.
Despite the pretty favorable environment, structural issues should keep 98L in check (at least initially). Generating convection over the warm, Bahaman waters should lead to it shedding its UL trough with time, but consolidation of a surface center could take a while.
