If anarchy or absence of a state happens when there is no taxation, then the territorial monopoly of legitimate violence has no bearing on whether it is anarchy or not. A private company can form a “monopoly” outside of a state

@PrivatizeEdu 1/2 The two conditions are necessary. If a group took taxes but didn't claim to be the sole arbiter of legitimate use of violence in a region, it wouldn't be a State. (Maybe it would be a very well organized mafia group.)
