This is just how the system works, including under Trump! Many people released after having been arrested, processed, and fingerprinted lack a photo ID, but still need to travel. So DHS told DHS (TSA) to accept DHS (CBP/ICE) documents as ID. There is nothing wrong with that.

Almost nothing about this process is new, nor is it even remotely scandalous. TSA has access to the DHS databases where all the information about a person previously arrested is stored, including photos and fingerprints. And they still obviously go through security screens!

One reason people lack ID is that ICE takes passports so people can’t leave the country. This isn’t even a molehill, let alone a mountain. People in the US in removal proceedings are allowed to fly on planes and DHS is easing a difficulty at times caused by its own practices.

Like with the Fox News and right wing stories about “planes filled with illegal immigrants,” this is a prime example of sensationalist journalism: taking something that’s completely normal, reasonable, and has been going on for decades and shouting “SCOOP! NEW SCANDAL!”
The anatomy of a disinformation effort: 1. @JennieSTaer writes "exclusive" about a longstanding and well-known DHS practice and strips out all relevant context. 2. @BillFoxLA gets DHS confirmation, omits fact that practice is years/decades old. 3. Story goes viral on the right.
Why is this disinformation? Because I guarantee that most of the people who are expressing some kind of shock and outrage about this longstanding practice would probably change their mind if you sat them down and explained what was going on without being sensationalistic.
