Mislabeling is also a big part of this story. Despite waste transiting through Thailand, no country has reported this in official data–and there are no enforcement mechanisms for them to do otherwise. @WasteCounter explained that “this is just trash–it gets the least attention”
For the smaller quantity shipped over the official border bridges, Myanmar is also dropping the ball. The environment ministry has no presence at the border & customs agents at checkpoints often let plastic waste in–unaware that it’s illegal, a former ministry official told us
Once the waste arrives at the border, the majority is shipped into Myanmar via gates along the Moei River. On the Thai side, the gates are overseen by customs officials, but on the Myanmar side they are controlled by the Border Guard Force & shipments are not officially logged
Most of the plastic waste imported into Myanmar comes from Thailand, which recently announced its own waste ban. But not all of it originates there–a lot comes from Western countries & is moved through Thailand under transit agreements, leaving barely a trace
But importing plastic waste into Myanmar is illegal and under international treaties, countries are not allowed to export waste without strict checks and balances. So how is so much waste ending up in the country?
Along with environmental damages, plastic waste also poses many health issues. Yangon residents told us that it’s often burned, emitting toxic fumes linked to cancer. Others said that garbage is dumped in water where they bathe. Since the coup, all are too fearful to speak out
In partnership w/ @LHreports & outlets in 5 countries, we discovered waste that didn’t come from domestic consumers & isn’t locally available. Europe’s Lidl, Kasztelan & Spomlek didn’t know how their waste got to Myanmar. North America’s Unico, Foremost & Danone didn’t respond

But this isn’t just a Laos issue. @rshorsey told me the trend of criminal SEZs across the Mekong region is a “huge concern” for the international community in that they facilitate transnational crime like money laundering, drug smuggling and online scams.
Despite its inability to control the GTSEZ, the Lao government, desperate for FDI, is planning dozens more zones. Sithandone SEZ, on the south border with Cambodia, is perhaps the most concerning. @jdouglasSEA told me the mega-casino has the potential to be a new Golden Triangle
But the GTSEZ is economically thriving and Zhao Wei has built an intl airport to serve the zone. It has expanded totally beyond the control of Lao authorities, and is policed by its own security. A Lao enforcement source told me they can’t go inside without permission.
I saw a guy walking down the street holding a protected baby macaque. A falcon was held in a cage. These are small-scale examples of why the SEZ’s owner, Chinese gangster Zhao Wei, has been sanctioned by the US for leading a “transnational criminal empire” out of the zone
Weirdest of all was perhaps the fake Western brands. As convincing as it may look, this is not a real KFC (I confirmed it with their APAC office). There was also a fake Starbucks in the zone until recently.
