Tbh I think it would be really interesting to see mostly abandoned malls retrofitted as pseudo-archologies. Less "homeless shelters" and more ready-made mini communities. Use the anchor stores as green spaces maybe, have the food court be a central kitchen and community hub.

And, obviously they would be offered first to unhoused folks, but I think framing them as "shelters" starts the conversation off in the wrong place.
@Xeans that was already the basic premise of the first malls; making them walkable livable communities with adjacent housing &c
