LAHSA & its contracted shelter service providers do not have a functional or accurate way to track bed occupancy. We recommend that LAHSA: 🔎Reevaluate & redesign its bed availability system 🔎Do more to monitor & improve the quality of data entered by the shelter operators

These data quality issues make it next to impossible for the City to have an accurate picture of how many beds are actually available and how many are being used in the City at any given time.

We found: ❌Data entry errors incl. bed attendance over- & undercounts ❌LAHSA didn't follow up on potential data quality issues ❌A significant # of shelters reported low utilization rates, upping the risk of undercounting & beds being used inefficiently

Our auditors assessed Los Angeles Homeless Services Authority (LAHSA) efforts to develop a data system for bed availability info. We found that the data is lacking & we recommend that LAHSA: 🔎Reevaluate & redesign its bed availability system 🔎Do more to improve data quality
