@mjluxmoore Russia has been sending arms and troops to non-govt controlled areas of Donbas since 2014.
@mjluxmoore Obviously, we all understand this is only a rhetorical change, non in acts: Russia has been providing weapons, ammunition, logistics support, training, men and money to the "rebels" from day one.
