Consider RF actions. They submit written proposals. They demand a response or "military technical measures". They announce maneuvers. They make statements which do not rule out force even while they rule out "invasion".
@oumaumua @jwickers @ScottAdamsSays Certainly re the Vax. I would struggle to trust the Russian authorities too, but that problem isn't exclusive to RF. Even if it's bigger there.
Our Russian friends claim certain capacities which would certainly lead the world. I the US doesn't believe them.

I'm prepared to believe they have solved the material science problem. I don't know if they have solved the guidance problem. They claim that they have but who knows?

I suspect they will actually use Ukraine as a demonstration of the advantages of hypersonic missiles. If they work as advertised pretty much all our defense spending is obsolete

What matters is whether the RF has the capacity to do something which would impose significant costs on the US. If they can, then their perception is important regardless of whether it's paranoia. If they can't, then it isn't
