دزد و اختطاف‌گر، همان طالب است! شرطه های هبت‌الله، با استفاده از رنجر های حوزه های طالبان، شب ها وارد کوچه‌هایی می‌شوند که شماری از تاجران و دکانداران در آن سکونت دارند. آنان با برنامه‌ریزی قبلی، خانهٔ یکی از تاجران را محاصره کرده و با بهانه‌های ساختگی، او را بازداشت و به مکان نامعلومی منتقل می‌کنند. سپس با خانوادهٔ فرد ربوده‌شده تماس می‌گیرند و در بدل آزادی او، ده‌ها هزار دالر مطالبه می‌کنند. در صورت نپرداختن این مبلغ، قربانی را شکنجه کرده و حتی به قتل می‌رسانند. به گفتهٔ مردم، اگر در برابر این ملیشه ها مقاومت کنیم، با اتهامات گوناگون، از جمله مخالفت با امارت طالبانی، روبه‌رو می‌شویم و حتی ممکن است به همین بهانه تیرباران شویم. آنان می‌گویند ملیشه‌های طالبان با استفاده از چنین ترفندهایی، دست به دزدی و اختطاف شهروندان کابل بویژه تاجران کشور می‌زنند. اگر در جریان این اقدامات شناسایی شوند، ادعا می‌کنند که از نیروهای طالبان هستند و برای تلاشی آمده‌اند؛ اما اگر موفق به اختطاف فرد مورد نظر خود شوند، با خانوادهٔ او تماس گرفته و در بدل آزادی‌اش، مبالغ هنگفتی پول مطالبه می‌کنند. به روایت شهروندان کابل، دزدان و اختطاف‌گران همان شرطه‌های طالبان‌اند که به ادعای تأمین امنیت، دست به چنین جنایت‌هایی می‌زنند.
