The 55,000 diversity visas should be used to clear the green card backlog. Why should we bring in more people through a random lottery when doctors and engineers are waiting decades for their green cards?

If we capped Hindu immigration in the name of "religious diversity," people would be morally outraged. But capping Indian immigration in the name of "birthplace diversity" is within the bounds of debate. National leaders show no shame over it. It's not really discussed.
