DANIEL ARAP MOI NEVER STOLE TAXPAYER MONEY: Moi did not personally steal a single penny of Kenyan taxpayer money. His family members and cronies did. His own declared assets could plausibly have been acquired through his legitimate salary and benefits. The presidents who directly looted Kenya were: • Jomo Kenyatta: massive land grabs and wildlife poaching • Mwai Kibaki: cold hard cash and lucrative stakes in companies that thrived on crony capitalism and state-capture oligarchy • Uhuru Kenyatta: trillions siphoned through phantom debt and fake projects • William Ruto: looting ongoing via payment gateways (eCitizen, SHA, etc.), land-grabbing, and attempts to sell off state corporations So the question still stands: if Moi himself didn’t steal, how did the economy collapse under his watch? The answer lies in the layered thuggery of his regime, executed across distinct timelines. The Four Seasons of Looting (Moi Never Touched the Harvest) 1. 1982–1988: The Philip Ndegwa Era – Export Compensation Fraud 
Central Bank Governor Philip Ndegwa (a brilliant economist) designed a scheme where exporters were paid 20–40 % “compensation” for non-existent exports. Fake invoices, fake forex, real dollars. Billions left through the CBK forex window. Ndegwa died rich. Moi attended the funeral, shed public tears, and promoted his brother. His thuggish children now run NCBA Bank, ICEA Insurance, NAS airport services, etc. 2. 1989–1994: Goldenberg – The Mother of All Psychological Operations 
Kamlesh Pattni, a 28-year-old wheeler-dealer, convinced Moi that paying him to “export” imaginary gold and diamonds would earn Kenya forex that didn’t exist. Over KSh 35 billion (roughly 12–15 % of GDP at the time) was printed and handed over. Pattni became a billionaire overnight. James Kanyotu, the intelligence chief, was the silent partner.
 When the scandal exploded, Moi set up a judicial inquiry (Bosire Commission) that ran for years and buried everyone except… Moi. The president emerged as the naïve victim who was “misled by clever boys”. 3. 1993–1998: The IMF/World Bank Fire Sale – Structural Adjustment as Colonial Heist 2.0 
Donors forced privatisation. KLM was handed Kenya Airways on a silver platter for $26 million while its assets were worth over $400 million. Kenya’s telkom infrastructure was deliberately run down to justify selling it cheap later. And many other schemes. Moi signed the letters of comfort, attended the ceremonies, and smiled for cameras while foreigners carted away national assets at 5–10 cents on the dollar. 4. 1998–2002: The Gideon & Biwott Finale – Mobile Telephony and Energy Theft • Mobitelea: A 5 % secret stake in Safaricom was hidden in Jersey and handed to a company linked to Gideon Moi and Biwott. Value at IPO in 2008? Over $300 million for doing absolutely nothing. • Independent Power Producers: Biwott forced KPLC to sign take-or-pay contracts with diesel plants that produced electricity at 3–4 times the real cost. Blackouts were deliberately engineered to justify the deals. Kenyans paid for it in higher tariffs for 20 years.

I asked Aliko Dangote about the funding architecture for the East Africa Refinery: · Is the plan still a 70:30 debt-to-equity split? · There have been expressions of interest for co-investing, including from Kenya's National Infrastructure Fund. How much has been crowded in so far? Dangote says: · The governments of Kenya, Uganda & Rwanda have made solid commitments to co-invest · As of now, the 30.0% equity interest is "almost done". The 30.0%, if anything, is "too small" as a portion for equity · The plan is to have the East Africa Refinery listed on the Nairobi Securities Exchange post-stabilisation · He says East African economies producing oil will receive priority offtake as far as sourcing crude is concerned. Aliko Dangote says that the Lamu Refinery is potentially a ~ US$30.0 billion/annum turnover enterprise. He reminds me that Kenya's FX reserves, at the present peak, are just about half that (currently US$15.04 billion, 6.1 months of import cover).

A story that did not get much traction…. “Devki Group has kicked off construction of its Ksh 50 billion cement factory in Kitui County with the investment expected to transform the county into an industrial and economic zone. The cement plant is being constructed at Ngaaie area of Mwingi North” This plant will be slightly bigger in value than their Cemtech Sebit clinkerization plant. The associated infrastructure like electricity lines, roads, water etc will definitely have positive economic impact. Location will be close to future line from High Grand Falls

Gulf Energy says its drilling rig has arrived in Mombasa for the $6B South Lokichar oil project in Turkana: —Drilling scheduled to begin on 1 November, with first oil targeted for December 2026. —Planned production of 20,000 barrels/day in Phase 1, rising to 50,000 in Phase 2. —The GW70 rig, valued at over $20M, is leased from Great Wall Drilling Company. —Baker Hughes will provide integrated well services and SLB will deliver the early production facility.
