#LUALABA : LOUIS WATUM KABAMBA MOBILISE LES MINIERS INDUSTRIELS AUTOUR DE LA PARTICIPATION DES CONGOLAIS AU CAPITAL ET DE L’ENCADREMENT DE L’ARTISANAT MINIER Poursuivant sa mission dans le Lualaba, le Ministre des Mines, SEM Louis WATUM KABAMBA, a tenu, ce mercredi 28 octobre 2026, une réunion de travail avec les opérateurs miniers industriels, en présence de la Ministre de l’Environnement, de la Gouverneure Fifi Masuka Saini, du président de la commission interservices chargée de l’assainissement du secteur minier, ainsi que des représentants de la Chambre des Mines, de la FEC et des services étatiques. Les échanges ont porté sur trois enjeux majeurs : la participation des Congolais au capital des entreprises minières, l’encadrement de l’exploitation artisanale et le respect des normes environnementales. Concernant la participation des Congolais au capital minier, le Ministre a rappelé le fondement légal de cette exigence dans le Code minier révisé de 2018. Il a appelé les parties prenantes à faire avancer les discussions sur le projet de décret devant en préciser les modalités de mise en œuvre, afin de passer à l’application. Face à la croissance du nombre de creuseurs dans le Lualaba, il a également invité les entreprises industrielles à contribuer à des solutions durables, notamment par la viabilisation des zones d’exploitation artisanale (ZEA), l’accompagnement technique et financier des coopératives, ainsi que le développement de formations professionnelles et d’activités économiques alternatives. Le Ministre a insisté sur la responsabilité partagée de l’État, des entreprises minières et des communautés locales dans la prévention des conflits, la sécurisation des opérations et la promotion d’une exploitation minière responsable. De son côté, la Ministre de l’Environnement, du Développement durable et de la Nouvelle Économie du Climat a sensibilisé les opérateurs au respect des normes environnementales, essentiel à la préservation de l’environnement et à la protection des communautés riveraines. Au terme de la rencontre, Louis Watum Kabamba a réaffirmé la volonté du Gouvernement de poursuivre le dialogue avec les opérateurs industriels pour parvenir à des engagements concrets sur la participation des Congolais au capital minier et la recherche de solutions durables aux défis de l’exploitation artisanale conformément à la vision du Président de la République, Félix-Antoine Tshisekedi Tshilombo, sous la coordination de la Première ministre, Judith Suminwa Tuluka, en faveur d’une gouvernance minière responsable . @LouisWKabamba @FifiMasukaSaini @SuminwaJudith @MinMinesRDC
