Another #CALeg bill not taken up tonight was #SB977, to provide AG oversight on hospital takeovers by for-profit chains, private equity & hedge funds. As this consolidation & other anti-competitive practices are major drivers of high health costs, we'll revisit this issue soon.

In its block grant announcement, HHS has now taken the position that it has the authority, under 1115, to allow states to adopt closed formularies. That's a big change, and contradicts the agency's earlier refusal to allow Massachusetts to close its formulary. @RESachs
