Rwanda's Refugee Appeal Tribunal Benchmarks with RCK on Government–Civil Society Collaboration in Refugee Protection. As part of a learning visit, the Refugee Appeal Tribunal of the Government of Rwanda (@RwandaGov @RefugeeAppealRw), led by Co-President Amb. Edda Mukabagwiza, together with representatives of Kenya's Department of Refugee Services (@DRSKenya), paid a courtesy visit to @RCKKenya. @RCKDirector Barlet Colly Jaji hosted the delegation. The visit enabled the Rwandan delegation to examine effective state–civil society collaboration in refugee protection and legal management. As Rwanda strengthens services for forcibly displaced persons, the team gained insights into RCK’s role in supporting asylum seekers in asylum applications, legal aid, and legal representation during the appeals process. ✍️Key takeaways: •Complementarity, not competition. Discussions centered on civil society organizations (CSOs) supporting government rather than replacing it. Through rights-based engagement, CSOs help states manage refugee and asylum systems more effectively. •Shared regional challenges. The delegations exchanged views on non-refoulement obligations, mixed migration flows, securitization concerns, and the effects of regional conflicts on protection. RCK as a case study reflects RCK's standing as a regional leader in refugee legal protection, humanitarian diplomacy, and state-CSO policy co-design across East Africa. Governments are increasingly looking to proven models such as RCK's. Building Opportunities for Refugees and Host Community Self-Reliance in Kenya. Today, @RCKKenya convened a high-level, 2-day national stakeholder dialogue in Nairobi focused on sustainability and socio-economic rights. With support from @EUinKenya under the ABLI G II Project, the forum aims to create opportunities for both refugees and the host community to achieve self-reliance in Garissa County. The event brought together a diverse group of key partners and stakeholders, including @DRSKenya, @drckenya, @inkomokoKenya, @ReDSS_HoA, @RESCUEorg, @HakiKNCHR, @amahorocoalition, @KAM_Kenya, @GarissaGov, @KenyaGovernors, and refugee-led organisations. Throughout the session, participants facilitated critical dialogue on socio-economic inclusion and prioritized actionable recommendations from recent studies on building an inclusive business environment within Garissa County. Additionally, stakeholders advocated for streamlined administrative processes regarding work permits to enhance refugee resilience and active labour market participation. Following the forum, partners will develop a joint implementation matrix to serve as a post-conference roadmap, highlighting specific, actionable commitments by both state and non-state actors. The dialogue also produced a draft implementation matrix for key inclusive business recommendations, alongside a technical advocacy paper. This paper will outline concrete administrative proposals for Class M work permit reforms and foreign qualification recognition pathways.
