@another_block @lcx As you pointed out, anyone can click on the link. The fact that people are is evidence that this blockchain-based service is effective at providing notice generally. And likely to the defendant in particular.
@another_block @lcx This is a more directed version of that--effectively publishing a notice and delivering to a place the defendant is likely to see it. In legal language, where the defendant is "reasonably calculated" to have notice of the papers.
@another_block @lcx When dealing with defendants who take measures to conceal their identity or evade conventional service of process, courts will authorize alternative measures, such as service by publication--publishing a notice in a newspaper distributed in an area where the defendant may be.
