From 27th September 2026, I joined fellow Board Chairpersons and Chief Executive Officers of public sector institutions at the National Leadership Institute (NALI), Kyankwanzi, for a five-day retreat held under the theme “From Governance to Impact.”
The retreat provided an important platform to reflect on how governance, execution and accountability across public institutions can be better aligned to deliver tangible results and contribute meaningfully to Uganda’s development agenda.
Discussions focused on identifying the key constraints affecting public-sector service delivery, agreeing on priorities that can change the trajectory of our institutions, and committing to practical strategies that translate those priorities into measurable outcomes.
I also had the opportunity to share with fellow leaders the work and mandate of the National Lotteries and Gaming Regulatory Board (NLGRB), particularly our responsibility to promote a well-regulated, responsible and sustainable gaming sector.
I encouraged participants to become responsible gaming ambassadors within their institutions and communities, and to support the Board’s efforts to promote safer gaming, protect vulnerable persons and strengthen public awareness about responsible participation in gaming.
I thank the organisers for this timely and important initiative. I leave Kyankwanzi with greater clarity on the responsibility before us as leaders of public institutions, and with a renewed appreciation of the importance of working together across government. I look forward to translating these lessons into action and collaborating with fellow leaders to push forward our country’s 10X, US$500 billion economic agenda and deliver the impact Ugandans expect from our institutions.

Pre- Licensing Stakeholder Engagement with Gaming Operators.
Our Chief Executive Officer @denismudene in his remarks reminded gaming operators that the foremost priority remains the protection of the public from the adverse effects of gaming and that the Board expect all operators to continue strengthening age verification, self-exclusion mechanisms, responsible gaming messaging, and player protection measures.
A successful gaming industry is not measured by revenue alone, but by its ability to protect those who participate in it.

Pre-Licensing Stakeholder Engagement with Gaming Operators.
" It gives me great pleasure to welcome you all to this Annual Stakeholder Engagement with gaming operators ahead of the commencement of the licence renewal process. Today marks an important stage as we prepare for the forthcoming licence renewal cycle. It provides us with an opportunity to reflect on the performance of the sector, clarify the Board's expectations, address emerging regulatory and operational matters, and, importantly, listen to the concerns and experiences of the industry." - Mr. Kenneth Robert Kitariko (@KitarikoKen ), Board Chairman, National Lotteries and Gaming Regulatory Board.
We are engaging gaming operators ahead of the 2027 licensing cycle. The engagement brings together gaming operators and partner MDAs from @nssfug and @URAuganda to discuss compliance requirements, areas of collaboration and changes in the licensing landscape including the E-licencing system in the gaming sector.
The Board will continue engaging operators, government agencies, industry associations, technology providers, and other stakeholders to ensure that our regulatory framework remains practical, responsive, and aligned with the public interest.
Strong regulation is built through collaboration, dialogue, and shared responsibility.

I just attended the 17th Annual Gaming Regulators Africa Forum (GRAF) Conference, running from 14–17 September 2026 in Maputo, Mozambique.
Convened under the theme, “Regulation for Transformation. Safer Gambling. Smarter Regulation. Stronger African Collaboration,” the conference brought together gaming regulators and industry stakeholders from across Africa.
Our discussions focused on the rapidly changing gaming environment and the need for regulatory systems that can keep pace with innovation. Key areas included artificial intelligence, cybersecurity, emerging digital technologies, real-time monitoring of gaming activity, responsible gaming and stronger player protection particularly within the fast-growing online betting space.
The conference reinforced the importance of evidence-based, technology-enabled regulation and closer collaboration among African jurisdictions. Digital gambling is increasingly cross-border, making coordinated approaches to licensing, compliance, enforcement and consumer protection essential.
On the sidelines of the conference, I met with fellow gaming regulators from Rwanda and Tanzania. We agreed to establish an East African Regulators Forum to facilitate knowledge and information sharing, strengthen coordinated enforcement against illegal and cross-border gambling, and advance responsible gaming and player protection across the region.
I was entrusted with leading the Forum's formulation, including developing its proposed structure, objectives, and framework for collaboration.
This is an important step towards stronger regional cooperation and a safer, more transparent and effectively regulated gaming industry in East Africa.

Earlier today, @lgrb_uganda and @URAuganda engaged gaming operators in a practical session on casino and slot game operations as part of ongoing efforts to harmonise withholding tax (WHT) implementation across the sector.
Through continuous stakeholder engagements, we are fostering compliance, enhancing transparency, and supporting industry growth.

The growth of Africa’s gaming industry comes with a responsibility we must never lose sight of: protecting people from gambling-related harm.
Today, as Uganda joins the inaugural Africa Safer Gambling Week, I reaffirm the National Lotteries and Gaming Regulatory Board's (@lgrb_uganda) commitment to keeping player protection at the centre of our work.
Our responsibility extends beyond licensing operators and enforcing compliance. It includes educating the public, protecting vulnerable people and ensuring that operators uphold safe, fair and transparent gaming practices.
This campaign directly supports our Strategic Plan for FY2025/26–FY2029/30, particularly our objective of promoting sustainable gaming through responsible gaming initiatives that minimise harm to players.
The plan commits us to:
📌 Nationwide public education;
📌 Stronger operator compliance;
📌 Partnerships;
📌Counselling and treatment referrals for people experiencing gambling-related harm.
Throughout this week, we will engage communities, students, market vendors, transport operators, media practitioners and gaming operators on recognising risky behaviour, preventing underage gambling, understanding financial risks and avoiding illegal operators.
My message is simple: gaming should be entertainment, not a source of livelihood. Bet for fun, not for fortune. Know your limits and stay within them.
📎 Parents, guardians and educators: help keep underage people away from gambling.
📎 Operators: make player protection an everyday commitment.
📎Those who choose to gamble: use available deposit limits, spending controls, gaming breaks and self-exclusion tools.
I commend the African iGaming Alliance for bringing stakeholders together around this shared responsibility.
The week is an opportunity to strengthen work that must continue throughout the year.
Play Safe. Stay in Control. Protect the Future.

What began as an intelligence led enforcement in Kibuku Town has uncovered a much bigger operation.
Four illegal gaming shops belonging to Chinese National Liang Zhang Chen were enforced on. As investigations progressed, information from an informant pointed us to Zhang Chen's residence in Palisa. A search of premises revealed what was being used as a manufacturing workshop, widening the scope of our operation.
We appreciate the Regional Police Commander, Regional CID officer BUKEDI region and Kibuku District police officers for the cooperation on the enforcement, and the informant whose valuable leads made this a successful operation.
The public is encouraged to report suspicious gaming operations or activities via our toll-free line 0800285800 or send us an email at [email protected]#NLGRB#ResponsibleGamingUg
