Toshiba is among 26 companies and organizations in Japan signed up to test a yen stablecoin. On Sep 24, Japan Blockchain Foundation announced a trial program for EJPY, a trust-based yen stablecoin it is preparing to issue on Japan Open Chain, an Ethereum-compatible blockchain run by Japanese companies. The foundation says 26 companies, financial institutions and local governments have signed on. 16 are named so far, including Toshiba, SCSK, a regional bank and the city of Tagawa. The rest will be named later. Participants get test EJPY tokens and wallets to try uses like domestic and cross-border payments, business-to-business transactions and settling digital assets. Crypto loans tied to AI chips are now on Solana. On Sep 24, Kamino opened a lending market for sUSDai, curated by Allez Labs. sUSDai is a token from USD.AI, which says its return comes from loans that finance GPU hardware for AI companies, plus Treasury bill income on reserves. In the new market, sUSDai can be posted as collateral against USDC. Allez Labs set the starting limits at 80% max loan-to-value, liquidation at 85%, and caps of 5 million on each side. USD.AI said in August that it had deployed $265.2 million across 16 loans. On Sep 23, it announced a $128.9 million GPU financing facility, which it called its largest to date. On Sep 24, Open Standard said the five companies will invest in it and help establish the supply of its planned stablecoin, Open USD (OUSD). Open Standard says they are delivering more than $1 billion in near-term launch liquidity. Once OUSD is live, Open Standard says partners can earn equity in the company based on the supply and activity they drive on their platforms. It plans to add a few more founding partners soon. OpenAI says it has notified "dozens of third parties" after reviewing how its AI agents behaved on the internet during training and evaluation. On Sep 25, OpenAI said the broader review of misaligned model activity it began after what it calls the Hugging Face incident is ongoing and "will take months to complete." According to OpenAI, "the vast majority of actions" it reviewed were mundane research tasks, and most cases so far have been "low severity, with limited or no evidence of meaningful impact." OpenAI says some of the affected websites are run by governments, universities and public agencies, partly because research agents are "often directed toward authoritative sources of public information." DeepSeek has published how it runs the sandboxes behind its AI agent training, and the numbers are big. Its system, called DSec, gives each agent an isolated sandbox where it can run code and use tools. According to the paper, one production unit of about 160 machines serves about 3 million sandboxes a day and has run over 380,000 at the same time. Most of them sit mostly idle. In a sample from early 2026, about 90% used no more than 5% of the processor power they asked for, so, the paper says, DeepSeek packs them tightly and shifts resources to the ones actually working. The paper lists more than 130 authors, including founder Liang Wenfeng, and it also describes measures against agents that try to game their training tasks. Aave Labs says seven tokenized US tech stocks (AAPLc, AMZNc, GOOGLc, METAc, MSFTc, NVDAc and TSLAc) are now accepted as collateral for USDC loans on Aave V4. Seven major UK banks are piloting tokenized pounds, and the first live customer deals just went through. Barclays, HSBC UK, Lloyds, Monzo, Nationwide, NatWest and Santander are in the pilot. AI agents are getting a new way to pay: Bitcoin. On Sep 24, Block said it has joined the x402 Foundation and contributed Bitcoin Lightning payments to the x402 protocol. x402 is an open standard that lets AI agents pay for things like APIs, data and digital services on their own. A proposed NYC bill would require AI systems sold there to come with a kill switch. On Sep 25, City Council Speaker Julie Menin introduced a package of proposed bills. None of them is law yet. One would require AI systems marketed, sold or deployed in NYC to pass an outside review and include a human override that can shut them down. The proposed penalty is $25,000 per violation, for both the business and the reviewer. Another would give whistleblowers a share of fines recovered from AI companies that violate the proposed rules. A federal appeals court sided with the Pentagon over Anthropic on Friday. In a 2-1 decision, the D.C. Circuit upheld the Defense Department's designation of Anthropic as a supply chain risk.
