If the intention is to be “if he touches the base then comes off it he’s out” why even include that? Isn’t that always true? Also, from that same rule, how can someone slide past the base without touching it? How is sliding past the base determined

Aren’t you out every time you touch the base then come off and are tagged? If your interpretation is correct then they should just get rid of this in the rule book. The fact that its in there makes me believe it has a diff interpretation
