@ConceptualJames I feel like FEMA was hesitating to get involved to protect N&S. Once FEMA steps the ability to defend themselves legally has to get much harder. I hate being this cynical.

@ConceptualJames Well, one way is to outsource the process, and by some unfortunate wording make the contractor believe that is what they want. I don't think that happened here, but it is a case of "accidental". Also, they probably want it done quickly, so "checking" is unnecessary time spent.
