Angel “Bartholomew” Moses (39, Kansas City, MO) is a First Amendment auditor. He travels the country filming public spaces and interactions with police/businesses to educate people on their rights, particularly the right to record in public. On May 12, 2026, he was on the public sidewalk outside First Commonwealth Bank in downtown Cincinnati. He was recording the bank and, according to the criminal complaint and FOP, asked security/employees questions about the number of staff and vault/security layout. Bank security called 911. Three CPD bike patrol officers (including Ofc. Craig Graening and Ofc. Caleb Sarchet) responded. Moses refused to identify himself, stated he was on a public sidewalk exercising his First Amendment rights, and said he didn’t have to answer questions. When he pointed toward and began walking in the direction of a bank employee who had called police, officers handcuffed and arrested him. Officers stated because he was recording the bank and asking detailed layout questions, it raised suspicion he could be planning a robbery or might be armed/dangerous. He was not charged for filming. Instead he was charged with failure to disclose personal information, a fourth-degree misdemeanor under Ohio law (requires ID when officers have reasonable suspicion a person has committed, is committing, or is about to commit a crime). Booked into the Hamilton County Justice Center, he posted 10% of a $1,500 bond ($150) and was released the same day. No widely reported final criminal disposition appears in public sources as of mid-October 2026. ❓Does asking “How many employees are working?” and “Where’s the vault?” create reasonable suspicion of a crime? ❓Does this incident make you more or less supportive of people filming police and public spaces?
