If the penalty is strictly for "driving unnecessarily slowly", then why is this included in the decision? If the stewards really want to penalise a driver for not sticking to the minimum delta time so be it but that cannot be part of your reasoning

Ngl I don't see how that's a penalty. Not blaming Norris because it's 100% Perez' fault but I find it so harsh/unnecessary to award a penalty when Norris keeps the place, doesn't get any sort of damage, and loses no time at all. Should have been a warning/reprimand.
