Defense Contracts @DefContracts

Lockheed’s F-35 deal covers 850 jets. Its own target is 1,560. The Pentagon and Lockheed signed an initial production and sustainment agreement for at least 850 jets over 10 years, including international orders, spares and modification kits. It isn’t an order. Pricing and schedules wait for a formal contract, which waits on multiyear authority (Congress’s permission to sign across several years of funding). Lockheed will self-fund at least $7B in program initiatives. The 1,560 is Lockheed’s aim of 156 jets a year, times 10. A floor suppliers can plan around is the right instinct, but the price they’d plan around isn’t written yet. Roughly 710 jets sit between the floor and the target. reuters.com/business/aeros…

Raytheon built the radar. Raytheon maintains it. No competition. The Missile Defense Agency added $394M and 2 years to the AN/TPY-2 sustainment contract (it covers the sensor at the heart of THAAD). It’s a modification, not a new award. The ceiling is now $2.999B, up from about $2.6B. Obligated at award: $112.3M, so under a third of the added money is funded so far. The 2018 original was sole-source too. Sole-source is easy to defend for the company that designed the radar. Upkeep is the easiest part to compete, and each extension makes the next one easier to justify. The contract will be 10 years old when the ordering period ends Oct. 31, 2028. defence-blog.com/pentagon-exten…

Navy’s wall-climbing robot deal grew more than 5x in 6 months. @geckorobotics's IDIQ (a hunting license, not a check) opened at a $54M ceiling for 18 Pacific Fleet ships. It’s now up to $300M. No obligated amount reported. This is the way to buy from new entrants. A small ship count the Navy could check, then a bigger ceiling 6 months later. Pilots are the easy part. The Pentagon should take the second step far more often, and for more than robots. The up to $8M a ship savings figure is Gecko’s own. Navy numbers should come before the next raise.

Lockheed is letting new entrants build inside its missile plant. Hadrian now runs manufacturing cells in Lockheed’s Grand Prairie, Texas plant, overseen by Lockheed employees. They’ll work on Patriot interceptors, guided rockets for HIMARS and Precision Strike Missiles. Lockheed has also partnered with Saildrone on drone boats and Fortem on radars and counter-drone systems. The Pentagon wants some munitions output tripled and quadrupled, and no single company’s floor does that. The primes have the customers and the designs. New entrants have machines that can run around the clock. Lockheed’s CEO calls it a “big tent approach.” axios.com/2026/10/20/loc…

25,000 guidance kits a year. No price, no contract. The Pentagon and BAE signed a framework agreement for APKWS, the laser kits that turn cheap rockets into guided ones. It’s a volume handshake, not an order. Congress still has to approve and fund the buy, and no cost was announced. The 25,000 figure matches capacity BAE cited in 2023. 7 years at that rate tops out at 175,000 kits. The Navy’s current deal, awarded in August 2025 and worth up to $1.74B, covers up to 55,000. defensenews.com/pentagon/2026/…

$20.7B for missiles. Price still not agreed. It’s an undefinitized action (work starts before the final terms are settled), so $20.7B is a not-to-exceed ceiling. Sole-source. The earlier solicitation covered Lots 41 to 47. The last AMRAAM award, in July 2025, was $3.5B for Lots 39 and 40. The framework deal targets at least 1,900 missiles a year. Air Force FY26 planning materials list the Tucson line’s maximum at 1,200. themachinemaker.com/news/raytheon-…

$14.0B in ceilings. Suppliers can't plan on any of it. A ceiling is the most a contract could ever pay. It isn't an order, and the government can't pay past what it has funded. Across 4 awards from Oct. 13 to 16, the funded amount came to $803,000. Companies plan on orders. A shop won't hire machinists or buy a year of material ahead without knowing the work is coming, and roughly when. These contracts run as long as 10 years. Down the chain it gets worse. A prime with no funded order has nothing to pass to the shops that make its parts, and they carry the wait on their own money. Raytheon's $8.0B ceiling covers restarting production of the military's strategic communications terminals. A restart means getting trained people and tooling back before anything ships. It opened with $800,000. Funding order by order is how these contracts are built to work. Boeing's notice says so outright. Until the orders come, the cost of getting ready sits with the companies. A supplier base run this way stays thin. Firms that can't count on the work don't keep a spare machine or a trained second shift waiting. When the military needs more, the line has no room to speed up. None of the 4 notices says when the next dollar arrives.

None of this $74.3M Navy order is Navy money. Canada funded $38.4M and Japan $35.4M. The Coast Guard covered the last $0.5M. The Oct. 9 order is for production of SEWIP (V)6 electronic warfare systems from Lockheed Martin. Both countries bought through Foreign Military Sales, where the US government does the buying for an ally. So their order went onto the Navy's own fixed-price contract. The work happens at 2 US sites. Liverpool, NY does 78% of it and Lansdale, PA does 22%. All of the allied money was committed at award. Nine days earlier, on Sept. 30, the Navy put $209.0M of its own funds on that contract for the same systems. Across the two fall orders, roughly one dollar in four came from Canada and Japan. Both are expected to be completed by Sept. 2029. Canada and Japan are funding part of the same US production line the Navy buys from. Naval Sea Systems Command runs the contract. It dates to 2020, when it was open to any bidder and drew 2 offers. With options it could reach $1.71B. Neither notice says how many systems either order buys or which ships get them.

Small firm wins up to $99M from the Army. Guaranteed: unlisted. Shift5, a small business in Arlington, Virginia, got an Army IDIQ (a contract with a ceiling, where the buying happens later through individual orders). The Army asked for bids online and 9 came in. Shift5 is the only awardee the notice names. The work is listed as "commercial offerings." Nothing more. Federal rules make every IDIQ state a minimum the government has to order, and it has to be more than nominal. The minimum is all the Army owes Shift5, and the announcement leaves it out. It lists no money obligated at award either. Funding and work locations get set order by order. The contract is firm-fixed-price through an estimated Sept. 30, 2031. Fixed price puts the cost risk on the company, so if an order costs more to deliver than Shift5 priced it, Shift5 eats the difference. While it waits on orders, a small firm likely carries the staff for this work on its own payroll. The notice doesn't say whether any of the other 8 bidders also won a spot on the contract.

Anduril, Palantir, Raft and Striveworks all helped build the common data baseline (the shared software foundation every NGC2 app plugs into). Only Anduril is named on the new award. Ceiling: $1.8B over 5 years. Base: $162.8M. The rest is options (years the Army hasn’t bought yet), and the award is dated Sept. 30, the last day of FY26. The Army wants a shared foundation any vendor can build on. Anduril’s prototype for it runs on Anduril’s own proprietary Lattice software. Roles for the other three aren’t stated.

4 companies helped build the Army’s new network. 1 may get $1.8B. defensenews.com/industry/techw…

$8B on paper. $800,000 so far. No one else was asked. A deal with no rival bid does most of its damage on the next contract, when the firm with the track record is the one that never had to compete for it. Raytheon's sole-source deal for nuclear communications terminals has an $8.0B ceiling, the most the Air Force can order through it, and every order goes to Raytheon. A firm shut out of this work has no record on it for the next evaluation to read. The Pentagon's Oct. 13 list had at least 7 awards with no rival bid, and the 5 largest add up to $8.6B, Raytheon's among them. Most of that is unspent ceiling, and the head start is the part that lasts. The quieter version is the award put out for bids that draws 1 offer, like BAE Systems' destroyer repair at Mayport. The Navy sought competition and still got a single proposal, with no second price to compare it against. Rivals who expect the incumbent to win have little reason to pay for proposals. Each round without a challenger can make the next one less likely to get one, and the pool of companies that can do the work can shrink without anyone deciding it should. Raytheon's terminal deal runs through 2036, and every year of orders adds to a record no other firm can build under it.

Poland's army commander says its American missiles are "delayed for sure." Gen. Ireneusz Nowak, the army's operational commander, said Oct. 12 that US deliveries already scheduled or under contract will slip, with PAC-3 MSE, the Patriot interceptor, the most visible case. The cause is reportedly the Iran war drawing down US stocks. One production line, two customers, and Poland just learned which one goes first. The fix runs on a slower clock. Lockheed Martin awarded Boeing about $14.7B to triple output of the seeker (the part that finds the target) under a 7-year framework. The deal is undefinitized, so work starts before anyone agrees on a price. Seven years of ramp for a delay that is already here. Poland has no new delivery dates.

Maine is cleared for another destroyer. No money comes with it. The Pentagon certified Oct. 12 that General Dynamics Bath Iron Works can build one more Arleigh Burke, "should Congress secure the necessary funding." The 2027 request reportedly funded one Burke, at the only other yard that builds them. The Department left this ship out of its own budget, then wrote the case for it. Appropriators now hold a Pentagon sign-off on a ship the Pentagon didn't ask for. Senate Appropriations is chaired by Maine's Susan Collins, who says she pushed for it. The review checked throughput, schedule, quality, supply chain and workforce. The release publishes a score for none of them. In the same release, the Deputy Secretary says the yard still has to "fully resolve legacy production challenges."

$14.7B missile seeker deal. The only source is Boeing. Lockheed Martin awarded Boeing an undefinitized contract action (work begins before the price is settled) worth about $14.7B to triple PAC-3 MSE seeker production over seven years. PAC-3 MSE is the Patriot interceptor. Hundreds of jobs to Huntsville, per Boeing's Oct. 5 release. Contractor-to-contractor subcontract. It doesn't appear on war.gov's daily contracts pages for Oct. 5 to 9.

The Pentagon signed a $6.3B interceptor deal before agreeing on a price. Raytheon builds the SM-3 Block IB, a missile Navy ships fire to knock down incoming ballistic missiles. No other company competed for the work. Raytheon can start right away, and the price gets settled later. Total with options: $6.34B. Committed so far: $454M. The base deal is $4.43B. Options make up the rest, and the government picks those up later or doesn't. Estimated completion: Oct. 31, 2034, with the work in Tucson and Huntsville. Starting before the price is set is legal, and the military uses it when it wants something fast. It also puts the buyer in a weak spot. Raytheon will be hiring, ordering parts and building before the number is final. The government then negotiates with the one supplier it chose, on a missile it needs, with production already moving. Every month of work done first makes walking away less realistic. Multi-year buys like this one get approved on the promise of savings, because a locked order lets the supplier buy parts in bulk. Nobody can measure those savings yet. The price they'd be measured against doesn't exist. The other $5.89B would be spent at a price nobody has agreed to.

The deal is also written to expand into other missions. That's a ceiling sized for work nobody has defined yet. Obligated at award, contract vehicle, how it was competed: not disclosed.

It formalizes work Strider was already doing for the Air Force's Office of Commercial and Economic Analysis, so how much of it is new money isn't clear.
