@BrianMPeter - Doesn't there need to be reasonable suspicion before charging a person? How does a picture of a vehicle create reasonable suspicion against an unknown driver? - Under what law can NTSA withdraw service to owners who don't pay a fine levied for what?
@BrianMPeter - What happens to a Kenyan's constitutional right to silence - it is down to the prosecuting authorities to present the charge to the DRIVER (not the owner) and try them in a court of law. - What makes the cameras reliable enough to provide evidence in court?
@BrianMPeter - Why are they seeking to fine the OWNER of the vehicle? The law is very clear - it is the DRIVER who is liable. - If the owner says that he/she was not driving and the person that they say was driving denies it then what?

@DonaldBKipkorir You also need to consider part (b) of the definition which adds (broadly) that the aim of the act committed must be intimidating and/or terrorising people/the government or destablizing society. Otherwise, simply driving at excessive speed could be prosecuted as a terrorist act.
