FICCI, in collaboration with the Surat Jewellery Manufacturers' Association (SJMA), organized a Workshop in Surat focused on the ATA Carnet system. The workshop highlighted the importance of exports and international trade promotion tools in enhancing India's global competitiveness. The key focus of the workshop was the ATA Carnet, an internationally accepted customs document that facilitates the temporary duty-free import of goods for exhibitions, trade fairs, conferences, and business promotions. The ATA Carnet simplifies customs procedures and eliminates the need to pay duties and taxes on goods that are temporarily imported and subsequently re-exported. In his opening remarks, Mr Amit Korat, President, Surat Jewellery Manufacturers’ Association (SJMA), said, “Exporters from Surat should actively leverage the ATA Carnet facility to expand their global footprint, explore new market opportunities, establish valuable business connections, and showcase the strength and quality of Surat’s products in international markets.” While addressing the participants, Mr Mahesh Mangukiya - Vice President, Surat Jewellery Manufacturers’ Association (SJMA) said, “With Surat emerging as a key export hub, businesses should take full advantage of this facility to access international markets, strengthen their global presence, and unlock new opportunities for trade, collaboration, and sustainable growth.” Mr PS Pruthi, Senior Consultant, FICCI and Former Member Customs, Excise & Service Tax Appellate Tribunal (CESTAT), highlighted the salient features of the ATA Carnet system during his remarks. He further emphasised that the ATA Carnet system exemplifies the success of collaborative efforts between governments, customs authorities, and trade organizations across the world. By eliminating procedural hurdles and simplifying the temporary movement of goods across borders, it serves as a practical and mutually beneficial solution for facilitating international trade and promoting global business engagement.” The workshop underscored the significance of international exhibitions and trade fairs as effective platforms for market access, customer engagement, partnership development, and investment promotion. Such events provide businesses with valuable market intelligence and opportunities to showcase Indian products and capabilities on a global stage. “Industries such as Gem & Jewellery, Automobile, Defence, Media & Entertainment, Engineering, Leather and Textiles are among the key beneficiaries of the ATA Carnet system, leveraging it to showcase their products internationally and expand their footprint in global markets.” The session concluded with an interactive discussion, and participants appreciated the practical guidance provided on leveraging ATA Carnets as a tool for expanding their global business presence.

Dr. Arvind Kumar, Advisor and Head of the National Science, Technology & Management Information System (NSTMIS) at DST, in his address, urged industrial groups to actively contribute data, emphasizing that higher response rates and greater data accuracy are crucial for the survey’s effectiveness. “While India’s Gross Expenditure on R&D investment in absolute terms has risen consistently—more than doubling over the years—the investment of industry in the R&D has historically remained low. Many industries are investing but not reporting their contributions to the government. This share must rise from the current 40% toward the global benchmark of 70%. In advanced economies, the corporate sector contributes nearly 70–75% of gross R&D expenditures, whereas in India it accounts for only about 36.5%. India’s overall R&D investment stands at around 0.64% of GDP. The National S&T Survey, conducted by @IndiaDST, is the official source of India’s R&D statistics, providing vital insights for evidence-based policymaking. India’s R&D investment has more than doubled in the past decade, and with several policy and programmatic interventions, we are building a strong, private sector–driven innovation ecosystem across sunrise domains.

I addressed all stakeholders and called on @ficci_india and all industry partners for their active participation and urged every stakeholder to contribute to this national survey as a shared responsibility to accurately map India’s growing R&D landscape & help achieve the goals of #ViksitBharat2047.

Mumbai, Maharashtra: Abhay Karandikar, Secretary, Department of Science and Technology (DST), says, "I think, as I have already mentioned in the workshop, the response has been spectacular. We have participation from over 500 industry representatives. Now, of course, at the end of this month, we have the last day for the survey, and I hope that this kind of consultation has, first of all, created awareness about the survey and also clarified the purpose and intent of the Department of Science and Technology in conducting it"
