Both reefs are low-tide elevations where sovereignty cannot be claimed under UNCLOS, which China is a signatory to. They sit inside the Philippine EEZ and continental shelf. It is strange to hear you invoke UNCLOS when it is convenient, as if you actually follow and respect it. You cannot cite a treaty in one breath and dredge 558 hectares of artificial island on someone else's continental shelf in the next. And you certainly cannot call flares fired at an unarmed Coast Guard aircraft a "legitimate right of a sovereign state." Second, on the Award. The 2016 Arbitral Award is final and binding. Full stop. You mock the "14 countries." Fine. Then name five countries, or even three, that support your ambitious, illegal, and imperialist nine-dash line. You can't. Meanwhile, Australia, Canada, Estonia, Germany, Italy, Japan, Latvia, Lithuania, New Zealand, the Philippines, Romania, Slovenia, the United Kingdom and the United States put their names on paper reaffirming the Award as "final, legally binding, and definitive between China and the Philippines". The EU, speaking for 27 more states, said it is final and legally binding upon the parties to the proceedings and must be respected and fully implemented. That is over 40 governments. Your count is zero. The "overwhelming majority" you keep citing exists only in your press releases. Third, on "provocations." Who provokes whom? Are you living in a parallel universe where you don't know who the bully is and who the victim is? Was it our fishermen who water-cannoned your ships? Was it our smaller Coast Guard vessels that rammed yours? Was it a Philippine aircraft that fired flares at a Chinese plane? The whole world has watched the videos. You cannot rewrite what people have already seen with their own eyes. You call it "smear tactics." I call it transparency. If exposing what you do is a smear, the problem is what you do. 🤷🏻‍♂️
