Make it illegal to sell sperm except to married hetero couples who have gone through background checks (like for adoption). Make surrogacy contracts illegal and unenforceable. Give preference to hetero married couples for adoptions. Etc.

However, that doesn’t mean we should not speak out in encouraging recognition of that right as a moral issue.

Laws that would prevent surrogacy are necessary not to prevent more children from being born. They are to prevent intentionally creating a life in way that is cruel to the child and necessarily harmful.

Is it an infringement on the liberty of the prostitute and the John? Perhaps in some sense. But it protects the most vulnerable women from inevitable harm.
