Housing Accord math doesn’t care about your Twitter argument.
~90,000 net new qualified trades needed a year vs a pipeline closer to ~22,000.
Until that gap closes, “stimulus” mostly bids up the same scarce crews.
ASX defence names are ripping on drones and conflict demand.
That’s the equity story.
The operator story is still on AusTender: Estate Works packages $100k–$20m, open competition, no secret panel — if your paperwork and clearances aren’t a myth.
Negative gearing and CGT settings don’t “cause” a downturn by themselves.
They change who shows up on settlement day.
When investors step back at the same time as rates bite, you get volume collapse — not a neat textbook soft landing.
RBA’s Financial Stability Review is oddly calm on the domestic housing downturn —
and openly nervous about a global AI-investment unwind and a bond-market shock hitting Australia.
Local house prices can fall a long way before the banking system blinks.
External funding stress is what keeps them awake.
House prices fell for a sixth straight month.
The commentary is “buyer’s market.”
The missing piece is buyers.
That’s what a rates + confidence shock looks like in the wild: more listings won’t clear if people expect the next print to be cheaper.
For builders: the right construction instrument is a Local Industry Capability Plan at $7.5m+ — not the $4m AIC number written for materiel.
Under the Integrated Investment Program framing in our piece, roughly 7% of ~$425 billion capability spend is estate — order-of-magnitude ~$30 billion of facilities work.
The firms that win the next cycle won’t wait for the RFT. They’ll fix DISP myths, clearance admin, and LICP evidence before the pack lands.
Then there’s the local content story nobody audited in real time.
RAAF Learmonth electrical works: contract later valued at $19.33m.
Tender promised $5.2m local spend.
Delivered: $1.4m. Seventy-three per cent short.
No amended plan. Not raised in monthly meetings. Visible from the first progress report to completion.
Most companies that lose a Defence tender don’t lose on price.
They lose before evaluation — on compliance they didn’t know existed, or on a race that was shaped months before the RFT hit AusTender.
Defence isn’t a niche buyer. In 2023–24 it was $67.2 billion of $99.6 billion in Commonwealth AusTender contract value.
So the operator question isn’t “will the cap be 225k?”
It’s: where does the binding constraint hit your next project first —
apprenticeship throughput, subcontractor depth, package crowding (electrical / formwork / steel), or cash in a payment chain that settles at 1.3c in the dollar when it snaps?
That’s the housing market story the industry actually has to price.
Productivity is the quieter bombshell.
Construction labour productivity: +17% since 1994.
Market-sector productivity: +64%.
Oxford Economics (cited in our brief): foregone construction output around $62 billion a year.
Capped or uncapped migration, that structural gap still decides how many dwellings actually land.
The housing debate is stuck on people numbers.
The construction system is stuck on capacity.
Infrastructure Australia’s 2025 Market Capacity Report: public infrastructure pipeline $242 billion over five years.
Workforce shortage: 141,000 now. Peak shortage projected around 300,000 by mid-2027.
That peak exceeds the size of today’s public infrastructure workforce.
Everyone blames government for clearance delays.
AGSVA’s own 2024–25 numbers:
• NV1 median: 49 business days (target 70)
• Applications submitted & verified in 30 days: 59.6% (target 85%) — and it went backwards
Assessment got faster. Industry paperwork got slower.
The queue moved onto your desk.
“We don’t have the security clearance.”
That sentence keeps capable builders out of Defence work.
ANAO data: of 58,310 Defence contracts on foot (2018–2020), only 11.8% were held by firms granted DISP membership from April 2019 onward.
Close to nine in ten contracts, by number, sat outside that gate.
DISP gates classified material — not every workshop refurb or road resurfacing on a base.
National Minimum Wage just cleared $1,000 a week for the first time. Awards up 4.75%
Most private building contracts are lump-sum. The price doesn’t move when the award does.
In Victoria, Consumer Affairs confirms the approved escalation notice form for residential contracts has never been issued — so there’s no working legal path to pass the rise on.
The wage story is national. The pain sits in paperwork signed months ago.
When a head contractor collapses, subcontractors recover an average of 1.3 cents for every dollar they’re owed.
Not 13 cents. 1.3.
Construction external administrations: 919 in FY21–22 → 2,361 in FY24–25.
The housing debate talks supply. The payment chain decides who is still around to deliver it.
National Housing Accord target: 1.2 million dwellings by 2029.
Official forecast completions: 938,000.
That’s a 262,000-home shortfall sitting in the NHSAC numbers — not a vibe.
Meanwhile construction labour productivity grew 17% since 1994. The rest of the market economy: 64%.
We’re debating migration while the build system can’t convert money into dwellings fast enough.
Everyone’s arguing about a 225,000 migration cap.
Here’s the trades fact almost nobody puts next to it:
Fewer than 3,000 temporary sponsored skilled visas a year go to construction trades — against a 1.32 million-person workforce.
Capping a pipe that was already nearly empty won’t build the Housing Accord.
The binding constraint is domestic: apprenticeships, licensing, productivity.
