Asked whether he was attempting to trade up for an offensive player, Ballard said, "Since I told you I thought we took the best defensive player, you can put that together." Sounds like a yes.
This is me speculating: The Colts likely had offensive players in the top 10 they coveted (hence their efforts to trade up) but then likely saw a dropoff after that. That would explain why they went with the defensive player. If he's rated much higher, that has to matter.
