Joint Statement
On the Humanitarian Situation and Reported Violations in North Kordofan State, Sudan
21 July 2026
The undersigned organizations express their profound concern over the reports and testimonies regarding aerial attacks targeting several areas in North Kordofan State, including Um Garfa, Al-Hamadab, Um Tagirat, and the villages of Al-Hariz. According to the information received, these attacks resulted in the deaths and injuries of dozens of civilians, including women and children, as well as the destruction of water sources and significant losses to livestock, further exacerbating the already dire humanitarian situation in the area.
The organizations have also received eyewitness testimonies alleging the possible use of internationally prohibited substances or weapons during some of these attacks. These allegations are based on reports of unusual symptoms observed among victims, including cases of suffocation, burns, and severe physical injuries, as well as accounts of unusual odors and suspicious gas emissions. While the organizations take these testimonies with the utmost seriousness, they emphasize that these allegations remain unverified and require an independent investigation.
The organizations therefore call for an urgent, independent, impartial, and transparent international investigation to establish the facts, determine the nature of any substances that may have been used, and ensure accountability for any violations that may be confirmed, in accordance with international law and international humanitarian law.
The organizations further call upon all parties to the conflict to fully comply with their obligations under international humanitarian law by protecting civilians and civilian objects, refraining from attacks against populated areas and essential civilian infrastructure, and respecting the principles governing the conduct of hostilities.
The undersigned organizations also urge the immediate establishment of safe and unhindered humanitarian corridors to facilitate the delivery of humanitarian and medical assistance, as well as access for independent assessment and fact-finding missions to the affected areas, ensuring that life-saving assistance reaches those in need without delay.
Furthermore, the organizations call upon the United Nations, the Organisation for the Prohibition of Chemical Weapons (OPCW), the African Union (AU), the Intergovernmental Authority on Development (IGAD), and the broader international humanitarian community to take urgent action to protect civilians, support independent investigations, and strengthen the humanitarian response to the affected populations.
The undersigned organizations reaffirm their commitment to promoting and protecting human rights, documenting violations, advocating for the protection of civilians, advancing accountability, and supporting all efforts aimed at achieving lasting peace, justice, and respect for human rights in Sudan.

STATEMENT OF STRONG CONDEMNATION
AFORD Condemns the Deadly Airstrikes Against Sudanese Artisanal Miners in Jabal Al-Uqaydat and Calls for an Independent International Investigation
12 October 2026
The African Organization for Rights and Development (AFORD) strongly condemns the airstrikes carried out on Saturday, 10 October 2026, against Sudanese civilians engaged in artisanal mining in the Jabal Al-Uqaydat/North Valley area, near the Sudan-Egypt border.
Available reports and testimonies attribute the strikes to Egyptian military aircraft and confirm that large numbers of civilians were killed and injured. However, casualty figures remain conflicting and the final death toll has not yet been independently established.
AFORD expresses its profound outrage and grave concern over the targeting of civilians whose primary activity was artisanal mining and earning a livelihood. Reports also indicate that the attacks forced large numbers of miners to flee into surrounding mountainous and desert areas under extremely difficult humanitarian conditions. The loss of civilian life on this scale demands an urgent, independent, transparent and credible investigation to establish the precise circumstances of the attacks, identify the force responsible, determine the legality of the use of lethal force, and ensure accountability for any violations committed. AFORD stresses that even allegations of unauthorized border crossing or illegal mining activities can never, in themselves, justify the indiscriminate or unlawful use of lethal military force against civilians. Any alleged violations of border or mining regulations must be addressed through lawful procedures and competent authorities, with full respect for the right to life and the protection of civilians.
AFORD is particularly alarmed by reports of previous deadly attacks against Sudanese artisanal miners in the same broader border area in June 2026, making an investigation into these incidents and measures to prevent their recurrence all the more urgent.
AFORD therefore calls for:
An urgent, independent and transparent international investigation into the airstrikes of 10 October 2026, including the identification of the forces responsible and comprehensive documentation of those killed, injured and missing. Full accountability for any individuals or authorities found responsible for unlawful attacks against civilians. The Egyptian authorities to publicly disclose all relevant information concerning military operations conducted in the border area and cooperate fully with an independent investigation. The Sudanese authorities to fulfil their responsibility to protect Sudanese civilians, assist the wounded, identify the dead and missing, and provide immediate protection and humanitarian assistance to survivors.
Immediate provision of medical care, food, water, shelter and other humanitarian assistance to injured persons, survivors and displaced miners.
The United Nations, African Union, African Commission on Human and Peoples’ Rights, and Office of the United Nations High Commissioner for Human Rights to closely monitor the incident and support efforts to establish the truth, ensure accountability and prevent further loss of civilian life. Immediate measures to prevent any recurrence of military attacks against civilians and artisanal miners in border areas and to ensure that border and security disputes are addressed through lawful and peaceful meanThe African Organization for Rights and Development (AFORD) firmly reiterates that Sudanese lives and dignity are not negotiable. Sudan’s ongoing conflict and institutional crisis must never become an opportunity for civilians to be exposed to unlawful attacks, aerial bombardment or killing with impunity. The blood of Sudanese miners must not become another statistic in Sudan’s continuing tragedy. The victims and their families have a fundamental right to truth, justice, accountability and guarantees of non-recurrence.

Statement on the Outcomes of the Geneva Meeting for Coordinating Peace Efforts in Sudan
October 22, 2026.
The sixth consultative meeting to enhance the coordination of peace initiatives and efforts in Sudan was held at the United Nations headquarters in Geneva on Wednesday, October 21, 2026. Co-hosted by Switzerland and the United Nations with the participation of representatives from 22 countries and relevant international and regional organizations, the meeting discussed de-escalation, the protection of civilians, facilitating the delivery of aid, supporting a humanitarian truce that paves the way for a permanent ceasefire, halting external supplies that fuel the war, and advancing an inclusive Sudanese-led political process.
In response to this development, the International Coalition of Human Rights Organizations welcomes the ongoing international coordination to end the war and appreciates the earnest pursuit to address the roots of violence and terror.
It emphasizes that the humanitarian and human rights issue is the foundation of any settlement, and that the value of these efforts is measured by the actual protection they achieve for Sudanese women and men, safeguarding their dignity and their right to life and peace.
Peoples are the primary source of peace; sustainable peace cannot be forged through a superficial consensus among elites.
Peace must not bypass the will and rights of the people, but rather be established upon the consent of the Sudanese people through a social contract that rejects violence as a means of governance and competition.
The peace aspired to by the Sudanese people establishes institutions through which the State holds the monopoly on the legitimate use of force, under the rule of law and democratic civilian oversight, to protect everyone without cultural, geographical, or ethnic discrimination.
The Coalition affirms that accountability is a gateway to peace, and that peace is not a substitute for justice.
The record of violations committed by the Sudanese army throughout the history of conflicts, alongside all crimes committed against civilians, necessitates accountability without immunity or selectivity, alongside an independent investigation into the use of chemical weapons and the determination of responsibilities, while upholding the rights of victims to truth, redress, reparation and guarantees of non-repetition.
The hope of the Sudanese people to return to their homes must be coupled with the return of their civic dream, a legitimate authority that derives its strength from their will and movement demanding freedom, peace and justice, the return of the military to the barracks, and the establishment of a professional army separated from politics and subordinate to civilian authority.
We call for translating the outcomes of the Geneva meeting into tangible measures to protect civilians, secure relief, and establish a political pathway in which victims and affected communities participate—making social justice and the end of marginalization the basis for the country's unity and stability.
The peace that the Sudanese deserve is one that safeguards humanity, restores rights, and prevents the recurrence of tragedy.
