@Swissiws1 I would quibble that the key was always low cost launch; reusable rockets are a part of that for SpaceX, but a smaller part than many think. A really cheap, fully expendable system could still beat SpaceX today, although probably not Starship in the future.
@ID_AA_Carmack Wikipedia states the cost for launching the constellation would have been $9bln. Maybe they were too ambitious? It would have been amazing if they succeeded 25 years ago
