The City of Long Beach just passed an ordinance allowing storage yards to stack containers 4 or 5 units high temporarily (instead of 2 high) This will free up chassis to help get containers moving. Problem not solved but it will help

The problem in the ports is not due to AB5, or a trucker shortage or any of the conspiracy theories you are reading about. The problem is SPACE. There are too many empty containers with nowhere to store them so they are sitting on chassis that are needed for loaded containers.
