If Mike Johnson truly believes the insane thing he says here -- that the U.S. is at war -- Article 1, Section 8 of the Constitution requires him to declare it with a vote of Congress and be held accountable for the actions therein. Otherwise he's just avoiding leading and fixing *this* country and her borders by sending hundreds of billions of taxpayer dollars elsewhere.

@MZHemingway Think of how Japan attacked Pearl Harbor, then Hitler declared War on America a few days later. The situation is analogous but inexact until the next assault. FDR insisted on an immediate response.
Nowhere does it say that a war must be declared by a vote of Congress. If Congress funds it, Congress has declared it. Try reading the Constitution. @MZHemingway Question: Does a speaker of the house have additional powers during war that protect him/her from certain things like maybe being forced out and replaced? Might this be the reason for his sudden use of war language?
