"Captured agency" is superfluous. We want to think agencies are created for good reason and then, if we're unlucky, captured. This is wrong. Agencies are created through a political process because the space is already captured and the capturer benefits more from agency creation.

Why are we trying to slow the spread now? Surely we want the virus to spread through the healthy population ASAP to protect the vulnerable. Masks are counterproductive to that goal, completely stupid.
