Nothing stops a majority party from making it rain single-issue popular bills and forcing the minority party to blow up political capital on filibusters of popular single-issue bills. If they aren’t doing it, it’s because they don’t want to do it. True for both parties.

This is one of the rare "counterintuitive" social science findings that seems to hold up. "Almost free" and "free" marks a discontinuity in behavior in a number of contexts. As much as I love the idea of free healthcare, free transit, etc., small nominal fees work better.

Reminder: If you actually trace down the cited historical scholarship in the majority opinion of the key Rucho v. Common Cause gerrymandering case, it turns out that the central historical claim of the opinion is not supported by those citations. Reverse Rucho.

There is nothing that stops either party, when in majority, from lobbing popular single-issue bills out. Battleground senators in the minority don't want to be recorded voting against cloture on a popular skinny bill. Fat bills provide cover for the paper filibuster.
