"निरीक्षण कभी भी शिक्षण का स्थान नही ले सकता है"-प्रेमचंद।1912 में डिस्ट्रिक्ट बोर्ड के स्कूलों के इंस्पेक्शन के लिए SDI का पद इसलिए बना कि वे शिक्षा को लागू करने में जो दुश्वारियां हैं उसकी DMको रिपोर्ट देंगे। इंस्पेक्शन रिपोर्ट केवल वेतन कटौती तक रह गयी यह दुर्भाग्यपूर्ण है।
