In Lagman v. Congress of the Philippines (G.R. Nos. 271059, et al.), petitioners challenged the constitutionality of unprogrammed appropriations and other budget provisions in the 2024, 2025, and 2026 national budgets. The Supreme Court upheld the 2024 and 2025 unprogrammed appropriations but ruled that the 2026 provisions were unconstitutional insofar as they allowed funding without adequate constitutional limits and safeguards. The Court emphasized that public funds must be appropriated for specific purposes and that budgetary flexibility cannot become an unchecked delegation of Congress’s power or a basis for automatic criminal liability.

COMMERCIAL LAW 💫 Piercing the Corporate Veil: Traditional and Reverse Piercing ⚖️ Traditional piercing allows a claimant to reach a corporate insider’s assets. Reverse piercing may allow an individual creditor to reach corporate assets, or an insider to disregard the corporate form to obtain a corporate benefit or shield personal assets. Courts apply the doctrine only when equity and justice warrant it to prevent fraud, illegality, or misuse of the corporate form. #barrr2027
