On the other hand, we can say with certainty that we do have a benefits system that encourages people to claim sickness-related benefits as a consequence of the meanness of the benefits paid to those out of work through no fault of their own.
@RichardJMurphy Counter logic is should we pay the most welfare and incapacity benefits? Evidence suggests that those countries with the best welfare/incapacity benefits are the most competitive. Beneficiaries invest in their education and business become innovators and create new jobs.

@RichardJMurphy I think sometimes people confuse sickness benefits with those who work and are off on sick. Eg my sister has worked in a school for 4 years and has barely met one teacher as they are off for the full pay term back for a week then off again to ensure they get full pay
