This is textbook IRGC psychological warfare doctrine. Goal here is twofold: 1) To make Biden admin hesitate & reconsider striking IRGC proxies in response to the killing of 3 US soldiers. 2) By announcing this “suspension” portray the US as the “aggressor” when/if it strikes.
