@BikePortland Its so wild for people with billion dollar budgets to say that they can't do anything to change how people travel and here I am a PE teacher going from 1% to 33% of my students biking to school in 3 months with a $500 grant from Metro SRTS.

The “supplemental plan” is a key piece of understanding school transportation funding. Districts can be reimbursed for bussing within 1 or 1.5 miles of school but the funding can’t fix the issues that cause the need or alternatives to the bus (such as #BikeBus or crossing guards)
