@alicejuices @Daikazo2 They can, it's just that this lacks the moe/anime aesthetic that's necessary to create a loli. All lolis are cartoon girls, but not all cartoon girls are lolis. For example, I would consider the girl on the left to be a western loli, but not the girl on the right.
