过去很多人对边控有个误解，觉得那是专门用来对付大老虎的例外手段。自己不过是个小老板、小白领，存款几百万顶天了，没什么政治背景，国家机器犯不着专门为你开一次会、下一次指令。这个《出入境规定》出来，这种想法算是彻底过时了。中共不是没搞过边控，只是过去搞得太"手工"。像个渔夫站在岸边，手里拿抄网，看见哪条鱼跳得高、游得远，才手动捞一下。特事特办，需要协调，成本高，所以只捞大鱼，中鱼小鱼虾米漏了也就漏了，捞你的性价比不够。 这次要做的，是把手工作业变成流水线。权力先下放到机器层面。原来需要更高层级审批协调的边控，现在明确授权给移民管理机构执行，决定机关"及时通知移民管理机构执行"，还建了常态化的风险防范机制。撒网的按钮，从少数人手里分发到了各个口子。以前是领导批示才拦人，现在系统里有个标签就拦人。 网眼也在收小。过去边控的事由很窄，基本是刑事案件、国家安全这类。这次第四条、第五条把骗取证件、非法出入境、境外违法犯罪危害国家安全和利益、违反出口管制危害产业技术安全都装了进去，6个月到3年不准出境。什么叫危害产业安全？一个做芯片外贸的、做技术咨询的，甚至一个在海外社交媒体上说错话的，理论上都能被扣进这个筐里。这已经不是捞大鱼了，是清塘。以前觉得自己是小人物就安全的那批人，恰恰是这轮要捞的中鱼小鱼。 最阴的一步，是把海外关系这张网也收进来。《阿嬷的情书》那个故事最后没敢拍，就是因为太真实了。逻辑其实很简单：内部的鱼越来越少、越来越难捞，就得靠留在国内的人质，向海外的鱼要钱。新规把出入境中介管起来，是第一步，所有帮你办身份、办签证、办永居的人都要备案，谁找的、办的哪个国家、资金走向在哪，移民局一目了然。这就是一份活的海外关系地图。 接下来大概率会这样：一个在美国、在日本过着安稳日子的普通中产，国内还有父母，自己与政治毫无瓜葛。突然有一天，父母被边控了，不让出境，理由是"可能危害国家安全"，或者干脆说"涉及经济纠纷"。然后会有"热心人"出现，暗示你是不是在海外有些不该有的关联，是不是该回来"说清楚"，或者是不是该"支持一下国内建设"。 人质还是那对父母，勒索的链条已经靠大数据和备案制度自动跑起来了。这不是危言耸听，苏联和朝鲜早把这套玩烂了。只是过去中国还能靠房地产、靠出口赚钱，不必走到这一步。现在存量博弈，现金流枯竭，每一个在海外还有牵挂、还有点家底的"小人物"，都成了一个可以被明码标价的资产包。 所以别再拿"我是小人物"来宽慰自己了。撒网变成机器，网眼收到连虾米都过不去的时候，小，才是最危险的地方，大鱼会反抗，会有人关注；捞你，连一声响动都不会有。 以上文章根据@Friedrich4th的观点整理而成。
