Change the system so that this "mandate" is not the prerogative of the chamber but of the executive which is fused with the legislature. Shift to a parliamentary system where we know who to blame and punish if things go wrong, unlike now where we don't 'cause it's their "mandate"

As the Philippines graduates to upper middle income status, the budget will simply increase, and with that corruption. From 100s of millions to billions. Ten years from now it might be trillions! Let's not wait for that. Shifting to a parliamentary setup would prevent insertions

This reaction is inevitable given the separation of powers in a presidential system. P5-9 billion per senator comes to P120-216 billion worth of insertions. In parliamentary setups this does not happen because executive is fused with legislative branch.

This will not stop under the presidential system since Congress is vested with the power of the purse. It's hard to appeal for restraint when it's inherent in their powers. Not under a parliamentary system where MPs can't amend, only perform oversight over govt's budgets.

Of course not all insertions involve corruption, they will argue, and the onus is on you to prove them wrong through the COA, Sandiganbayan, Supreme Court, which we know is a costly and often losing battle. The power to insert is vested in congress by the presidential system.

Congressional insertions is a feature, not a bug of the presidential system. The opposite is true of the parliamentary system. To those who say that tinkering with the 1987 Constitution would be a costly exercise, think what it costs us to keep it.

Political corruption in the Phils is so rampant that the outrage expressed by those tagged to the latest scandals is not "Why me?" The unspoken truth is it's really about "Why ONLY me? It must be a demolition job if it's specifically targeting me, because everyone's in on it."

For me the most popular thing they could do is re-allocated P75 Bn to education, health and agri, and return P175 Bn to the treasury so we can cut the e-VAT rate from 12% to 10%. It's like giving a pay hike or ayuda to every Filipino household.
