We remain deeply grateful for your unwavering commitment to the Venezuelan people. Today, we formally delivered the attached open letter, dated August 12, 2026, to Dr. Dinorah Figuera, President of the 2015 National Assembly, in her capacity as the recognized representative in the U.S.-backed Transition Negotiation Table. She has already received this document. As Secretary of State and a key figure in guiding U.S. engagement in these negotiations, we respectfully urge you to help ensure that Dr. Figuera gives due consideration to, prioritizes, and advances the concrete requests contained therein. While we fully recognize that securing the release of political prisoners must remain the highest priority, the ongoing human rights violations endured by these 23,000 workers and their families since the mass dismissals of 2002-2003 warrant urgent attention and a prominent place on the transition agenda. Among the principal requests are: •The formal inclusion of the affected petroleum workers in the transition working groups; •The urgent restoration of the Comprehensive Health Plan and the Retirement Plan, both funded through the workers' own contributions; and •Full recognition of the outstanding labor liabilities, Savings Plans, and other rights protected under the Constitutional Block (Articles 30, 80, 89, and 93 of the Constitution of the Bolivarian Republic of Venezuela), the 1975 Hydrocarbons Law, Article 32 of the 2001 Organic Hydrocarbons Law, ILO Case No. 2249, Case File No. 03-0498, the Petroleum Collective Bargaining Agreement, and the principle of continuity of the employment relationship. Honor y gloria para todos los rescatistas ⛑️ que llevan casi 20 días trabajando sin descanso en las zonas destruidas por el terremoto. “Un hombre puede aguantar muchas batallas… pero hay imágenes que rompen hasta al más fuerte.” 💔 Este rescatista llegó preparado para ayudar, para enfrentar la emergencia y salvar vidas… pero al ver la magnitud de lo que estaba ocurriendo en La Guaira, sus ojos hablaron por él. Cuando la tierra habla, el poder se queda sin excusas 1/ Cuando la tierra habla, la política deja de controlar el relato. Los terremotos derrumban edificios. Pero también derrumban narrativas. Lo que hoy ocurre en Venezuela no solo es una emergencia humanitaria. Es una prueba histórica del Estado. 2/ Las primeras 72 horas pertenecen a quienes rescatan vidas. No a quienes intentan rescatar su imagen. En una catástrofe desaparecen las consignas. Solo importa una pregunta: ¿Quién tiene capacidad real para ayudar? 3/ Un terremoto no convierte por sí solo un desastre natural en una tragedia nacional. La diferencia entre una sacudida y una catástrofe la construyen décadas de decisiones políticas. La naturaleza inicia el evento. El Estado determina sus consecuencias. 4/ Los mapas de riesgo existían. Las fallas geológicas eran conocidas. Las advertencias fueron hechas. Las grietas estaban allí. Lo inesperado no fue el terremoto. Lo esperado fue la fragilidad del país. 5/ En 1812 el terremoto destruyó ciudades... ...y también una joven república. La tierra no creó la debilidad política. Solo la hizo visible. La historia vuelve a recordarlo. 6/ En 1999 la tragedia de Vargas sirvió para justificar una refundación. Se culpó al pasado. Se prometió un futuro diferente. Ese relato funcionó porque todavía existía crédito político. Hoy ese crédito desapareció. 7/ Después de 27 años de poder, ya no existe un "gobierno anterior" al cual responsabilizar. Los hospitales deteriorados. Las carreteras abandonadas. La red eléctrica colapsada. La infraestructura habla por sí sola. 8/ Cuando cae un edificio... no cae únicamente concreto. Caen años de mantenimiento inexistente. Caen presupuestos desviados. Caen instituciones vaciadas. Cada escombro tiene una historia administrativa. 9/ Las sanciones no construyeron edificios inseguros. Las conspiraciones no abandonaron hospitales. El clima no dejó sin mantenimiento la infraestructura crítica. Las decisiones políticas sí. 10/ Las catástrofes funcionan como auditorías nacionales. No preguntan qué prometió un gobierno. Preguntan qué construyó. Y esa diferencia siempre aparece bajo los escombros. 11/ Cuando falla la electricidad... cuando colapsan las comunicaciones... cuando la ayuda internacional encuentra obstáculos... la discusión deja de ser ideológica. Se convierte en una evaluación de capacidad estatal. 12/ Los terremotos son imparciales. No distinguen partidos. Pero sí exponen diferencias entre Estados preparados y Estados institucionalmente erosionado,. La geología no hace política. La vulnerabilidad sí. 13/ Cada desastre obliga a una decisión. Reconstruir exactamente lo mismo... o reconstruir instituciones capaces de resistir la próxima crisis. La infraestructura comienza por la institucionalidad. 14/ La reconstrucción no empieza cuando termina el rescate. Empieza cuando un país decide que nunca más el saqueo, la corrupción, la improvisación y el abandono serán parte del diseño del Estado. Ese momento también llega. 15/ Cuando el polvo finalmente se asiente... la pregunta no será únicamente cuántos edificios sobrevivieron. Será cuántas instituciones sobrevivieron con ellos. Porque las ciudades pueden reconstruirse.
