PPP was designed as a "loan" for administrative reasons. In reality, it was meant to act as a grant with strings attached. If Republicans were attacking something like public service loan forgiveness, then the comparison would make more sense.

@ddayen Some Trump people had it out for PSLF, but thankfully nothing permanent came of that. That program is not the center of the discussion now. If it comes under attack again, you'll hear me shrieking just like I did last time.
