WHO HOLDS THE SWITCH? A satellite connection can become a strategic dependency. The difficult question is who has the authority to change its terms when lives depend on it. Ukrainian officials reported that restrictions on SpaceX satellite services disrupted drone operations. Reporting has offered conflicting accounts of who ordered the limits. U.S. senators are demanding answers. For governments and businesses, the governance question reaches beyond this dispute: Who can restrict a critical service? Under what authority? With what notice, oversight and route to challenge the decision? What happens when switching suppliers is not a realistic option? Ownership, operational control and legal responsibility are different things. Critical infrastructure needs clear answers about all three. Our view: resilience requires more than reliable technology. It requires enforceable commitments, accountable decisions and alternatives that work when needed.
