Pour en revenir plus concrètement à l'actualité syrienne, al-Charaa a consolidé son emprise sur le pays et le parlement qu'il a constitué n'est qu'un outil pour asseoir son autorité. Al-Charaa avait, à son arrivée au pouvoir, adopté une déclaration constitutionnelle censée régir le pays le temps d'adopter une constitution en cours d'élaboration par un comité qu'il a directement nommé. La déclaration lui offre une immunité totale, avec de très larges pouvoirs. Il dispose d'une armée et de forces de sécurité qui sont totalement à sa botte ; l'intégration de quelques officiers des FDS sans pouvoir réel n'y changera rien. Le commandement et les officiers supérieurs, comme beaucoup de combattants, sont tous des fidèles de HTS et ont fait allégeance à al-Charaa. Il a nommé par décret un proche, Issam el-Khalife, à la présidence de la Haute Cour constitutionnelle du pays — un homme sans compétence en droit constitutionnel, qui a obtenu un doctorat en droit à l'université d'Idlib, connue pour délivrer des diplômes aux leaders islamistes de HTS. Sa mission est de veiller au respect de la déclaration constitutionnelle adoptée par le président syrien, et qu'il a déjà bafouée à de multiples reprises. Le plus significatif reste la mise en place du parlement, dont un tiers des membres a été nommé directement par al-Charaa. Les deux autres tiers sont le résultat de l'élection d'un collège de 8 000 électeurs censés représenter les 15 millions de Syriens en âge de voter. Ce collège a été désigné par une commission dont les membres ont été désignés par le président par intérim. Les candidats au poste de député ont eux aussi été préalablement validés et désignés par cette commission. Le président du parlement a été imposé par al-Charaa : il s'agit d'Abdel Halim al-Awwak, qui est aussi l'un des rédacteurs de la Déclaration constitutionnelle… Le parlement n'a pas le pouvoir de destituer le président, ni de déposer une motion de censure contre le gouvernement, ni même de voter l'approbation des ministres nommés. Pour ce qui est censé être l'organe de contre-pouvoir du président, c'est raté. Et, tout aussi important, le nouveau régime contrôle les principaux médias et bénéficie aussi du soutien de la machine de propagande du Qatar. Il a été récemment présenté par Al Jazeera comme le libérateur de la Syrie et le leader de la Révolution. Cette complaisance médiatique trouve un écho jusque dans une partie de l'opinion : la majorité arabe sunnite semble se satisfaire du fait qu'al-Charaa soit lui-même arabe sunnite, une identification confessionnelle qui tient lieu, pour beaucoup, de blanc-seing — au détriment d'un examen plus exigeant de ses pratiques de pouvoir. On s'oriente tout droit vers un poste de guide suprême, qui placerait al-Charaa au-dessus de l'État, au-dessus de la République. Et qui l'en empêcherait ?

What do they get in return? Resentment, a Third-Worldist rant basically about Western colonizers as eternal oppressors. The contrast with Syria itself is what makes this interesting. Syrians inside Syria today want the West. They want a peaceful Damascus, a functioning banking system, trade, integration into the global economy. The loudest anticolonial voices and movements now sit in Western capitals advocating for things their own people aren’t aligned with.
