Many of my local supermarkets use a similar system for discounts and it's outrageous. People with disabilities and the elderly shouldn't be forced to deal with a system that is essentially ableist by design.

Also, having had to use motorized carts for shopping purposes when I've been injured--there are NEVER enough of them. They're often not plugged in by the staff at night, as well as not allowed to go into the parking lot, which negates the ability to put your groceries in the car.
This is where I personally give a shout out to @Wegmans because their Helping Hands program is rare among our local supermarkets, and it's definitely helped me get groceries to my car when I'm dealing with injuries or bad arthritis flares.
