The statements are vague because local officials are as much to blame for the fiasco -- and they know it. In any other metro area in the country, city planners do not rely solely on the state to "study" traffic implications. When such a project is proposed they actually study it themselves (what a concept!) and go back to the state and say "whoa, this is going to create a huge problem for us..." In Fla local govt is so consumed by corruption they don't study traffic, and there is no such thing as regional planning in cooperation with the state --as this fiasco demonstrates.
