The term "Gotham" was first coined by Washington Irving in a magazine story in 1807 in reference to New York City. It is, and always has been New York City. Batman creators, Bill Finger & Bob Kane borrowed the term "Gotham" to represent a city that was a New York/Chicago hybrid.
